YIELP: Youth Innovative Entrepreneurship Development ProgrammeThe Central Bank of Nigeria (CBN) in furtherance of its intervention in the real sector of the economy and job creation effort has launched the Youth Innovative Entrepreneurship Development Programme (YIEDP) and adopted Heritage Bank as the sole pilot bank for the Programme. The programme is aimed at harnessing the latent entrepreneurial spirit among the teeming youths by providing timely and affordable loans to implement their business ideas. This further provides a sustainable mechanism to stimulate employment, contribute to the Nation’s non-oil GDP, and address the challenge of youth restiveness.

Eligibility:

The following categories of youth (aged 18 – 35) are eligible under this scheme:

  1. Serving youth corps members
  2. Non-NYSC (not more than 5 years post NYSC)

  1. Agro – Allied
  2. Food Processing / Preservation
  3. Arts & Crafts
  4. Manufacturing / Cottage Industry
  5. Information & Communication Technology (ICT)
  6. Construction Support

  11. Others

Procedure:

  • Eligible youth can apply for the loan through this portal http://www.yiedp-hbng.com/using his/her NYSC State Code.
  • Applications can be made as an Individual or as a group (of 3-5 applicants with similar business interest)
  • A single applicant can access up to a facility limit N3m while group project jointly owned by 3-5 qualified beneficiaries can access up to a facility limit of N10m.
  • Applicants can also track application status via the same portal.
  • Security: Graduate entrepreneurs will use their tertiary institution(s) certificate(s) and their NYSC discharge certificate. Serving Corp members will pledge their NYSC discharge certificate and their tertiary institution(s) certificates(s). Also, legal ownership of assets financed by the Bank and 3rd party guarantors will be requested as additional collateral from all entrepreneurs.

Ogun tops medal table at President’s teachers’ award

For the second time, Ogun State has won the annual President’s Teaching and School Excellence Award for primary, secondary, student and administrators categories across the country.

The state won nine out of the 28 prizes at the event held at the Conference Room, Federal Ministry of Education, Abuja.

Also, representatives of the state; Mrs. Sosanwo Folashade of Ijebu-Igbo Girls Grammar School won Best Secondary School Administrator, Best Teacher in junior school went to Mrs. Akintade Ilawo while Best Teacher primary school category was won by Olayemi Abiodun Olatunji.

Supervising Minister of Education, Nyeson Wike in his address said the award organised by his ministry was meant to reward hard work and excellence among major stakeholders in the education sector emphasising that “gone were the days when teachers’ rewards was in heaven”.

Represented by the Permanent Secretary in the Ministry, Dr. Macjohn Nwaobiala, the minister charged both teachers and school heads to be more dedicated to their duties, urging recipients to see the award as a challenge to put in more efforts in their callings.

Meanwhile, principals of public secondary schools in the state have been urged to support government’s effort at improving the quality of education among students.

Commissioner for Education, Science and Technology, Segun Odubela gave the advice while monitoring the on-going unified examinations for public secondary schools in Ijebu-North Local Government Area of the state.

Expressing dissatisfaction at the absence of both the principal and his deputy in a particular school while students are writing examination, the commissioner stated that such attitude left much to be desired and could give room for examination malpractices and other unwholesome activities among students in the examination hall.

Teaching of History to Be Restored in Primary, JSS, Says FG

The federal government yesterday disclosed that the processes aimed at restoring the teaching of history as a subject in Primary and Junior Secondary Schools would commence soon. President Goodluck Jonathan dropped the hint when the Historical Society of Nigeria (HSN) paid him a courtesy call at the Presidential Villa in Abuja.

The association had requested the restoration of the teaching of history in schools from the president. In his opening remarks, the president of the society, Professor Olayemi Akinwumi, recalled that the directive had already been given by former President Olusegun Obasanjo towards the end of his administration, but till date “implementation is yet to commence due to administrative bottlenecks on the side of the government.”

They equally appealed Jonathan to help in revitalising and restocking the archives which is the historian’s laboratory. “Past government files are littering various offices instead of been properly kept in the archives,” HSN president said. The society also requested for the establishment of an institute for historical studies and documentation in Abuja as well as the appointment of a Presidential Historian.

They appreciated the president for his efforts at ending the strike by the Academic Staff Union of Universities (ASUU) and his efforts at curbing the security challenges in the country amongst his other achievements. The society, which has been in existence since 1955, conferred Jonathan with the title of grand patron and dressed him with a professorial attire and gave him a plaque.

Responding, Jonathan thanked them for their commitment towards working with government. The president promised to meet with the education minister and other stakeholders to discuss and kickstart the process of restoring history as a teaching subject in school. He noted that his administration had decided to build a centenary city which will have a presidential archive with different floors, each floor for a past president.

The archive, Jonathan said, will help children get the best eye view of history. He subsequently approved a plot of land for the society, but said they will have to source money for the building. He urged his Chief of Staff to ensure that they are inculcated in the forth coming national conference as they complained that they had been omitted.

West African Senior School Certificate Examination (WASSCE) November/December 2013 Results Released

West African Examination Council (WAEC)Today, gentlemen of the media, we are glad, as usual, to announce the release of the results of the November/December 2013 West African Senior School Certificate Examination (WASSCE) for Private candidates.

In the November/December 2013 WASSCE, a total of 308,217 candidates registered for the examination, out of which 299,784 candidates, consisting of 163,706 male and 133,202 female candidates sat the examination. Out of the total number of candidates, 298,971 candidates, representing 97.26% have their results fully released, while 8,433 candidates, representing 2.74% have a few of their subjects still being processed due to some errors mainly traceable to the candidates and cyber cafes in the course of registration or writing the examination. Such errors are being corrected by the Council to enable the affected candidates get their results.

Of the total number of candidates that sat the examination, 120,115 candidates (40.46%), obtained 6 credits and above; 161,721 candidates representing (54.48%) obtained 5 credits and above. In addition 198,832 candidates, representing (66.98 %) obtained credits and above in 4 subjects, while 230,325 candidates, representing (77.59%) obtained credits and above in 3 subjects. A total of 256,500 candidates (86.41%) obtained credits and above in 2 subjects. However, a total of 86,612 candidates, representing (29.17%), obtained credits in 5 subjects and above including English Language and Mathematics.

Based on this, when compared to the November/December 2011 and 2012 WASSCE (Private), there is a marked decline in candidates’ performance as contained in the table below.

Furthermore, a total number of 38,260 candidates’ results, representing (12.88%), are being withheld in connection with various cases of examination malpractice. Such cases are being investigated and the reports of the investigations will be presented to the Nigerian Examinations Committee (NEC) of Council in due course for consideration. The Committee’s decisions will be communicated to the affected candidates through their schools.

A total number of 82 blind candidates registered for and sat the examination. From this figure, 17 candidates, representing (20.73 %) obtained credits in 5 subjects including English Language. Blind candidates do not take Mathematics and Science practicals in the WASSCE.

Candidates who sat the November/December 2013 WASSCE (Private) will be able to check the details of their performance on the Council’s results website: http://www.waecdirect.org within the next 48 hours.

Ogun Earmarks N1.4bn WAEC Fees, Unified Exam, Bursary, Other

Logo - Ogun StateThe Ogun State Government said it had earmarked N1.4 billion for payment of examination fees for students sitting for the West African School Certificate in 2014.

Mr Segun Odubela, the Commissioner for Education, Science and Technology, made the disclosure in Abeokuta while defending the 2014 budget proposal of the ministry at the House of Assembly.

Odubela said the money would take care of 54,944 final year senior secondary school students at the rate of N10,400 each.

“The money will also take care of the 70,000 final year Junior Secondary School students and the conduct of the Unified Examinations for secondary school students in the state.

“Payment of bursary to 57,600 students in tertiary institutions is also from that amount, while N239.9 million will be used for maintenance of public schools.’’

He said there would be full accreditation of educational programmes in nine public tertiary institutions and eight science and technology colleges in the state.

Bells School to Run UK University Programme

Two Nigerian secondary schools: Whiteplains British School, Abuja and Bells School, Ota, Ogun State have been selected to run TRC Colleges (UK) University Foundation Programme from January 2014.

At a press briefing in Lagos, the Director of the TRC Colleges University Programme, Keith Broomer said the choice of the two secondary schools was based on the fact that the curriculum currently being operated by the schools are in tandem with TRC Colleges’ standard.

Broomer said any student who participate in the foundation programme stand the chance of securing unhindered admission into any of the partnering universities in United Kingdom, United States, Canada and Russia.

“With the wider spread of wealth in Nigerian society more parents are looking for ways to send their children to overseas universities and the TRC Colleges University Foundation Programme provided in Nigeria now will make the whole process more affordable but still maintain the high standards to that of the programme running overseas. What parents save in this first year can perhaps be put toward their Masters programme later, plus parents have their children around a bit longer allowing them to mature and prepare further for university abroad in this time,

According to Broomer, students applying for the TRC Colleges University Foundation Course are able to enter on their forecast SSCE results in January and finish the course in July so enabling entry to overseas university September 2014, saving students a whole year in time in their qualification process.

He noted that the TRC Colleges University Foundation Programme provides a pathway to all degree subjects including Accounting, Business, Engineering, Law, among others just as it remains the only university foundation programme which provides a medical degree pathway.

“Another uniqueness of TRC Colleges University Foundation Programme is that it provides a university transcript from Kursk State Medical University, which oversees the programme in conjunction with the TRC Colleges monitoring process, in all the subjects, for every student. Plus the student receives TRC certification and the school provider certification so they graduate in a very strong position,”Broomer said.

Broomer added that already, TRC Colleges is planning to run its university foundation programme in one top boarding school in every geo-economic region of Nigeria for ease of access for students, just as it is willing to run a similar transition programme at one Polytechnic in the same regional spread for students wanting to also study a degree overseas who perhaps did not make the cut in their UTME.

Airtel Provides Safe Water for Ogun School

airtelSix months after donating a block of classrooms and furniture to St. John Primary School in Ijebu Igbo community area of Ogun State, leading telecoms services provider, Airtel Nigeria, has further complemented the gesture by donating a borehole to the same school, in line with its Corporate Social Responsibility (CSR).

Managing Director and Chief Executive Officer, Airtel Nigeria, Mr. Segun Ogunsanya, while handing over the borehole to the school, stated that the provision of safe and clean water for the pupils, teachers and the community would protect them from water borne diseases.

The CEO, who was represented by the company Regional Operations Director, Lagos, Mr. Bayo Osinowo, said Airtel was committed to providing world class telecommunications experience for customers and support for the socio-economic development of communities in which it operates.
“This is the reason why we are here today to officially hand over this borehole to the school authority. We are passionately committed to partnering government to improve the society”, he said.
“That is why our CSR initiative is committed to the adoption of government-owned primary schools nationwide”, he added, promising that Airtel would continue to look after the school and pupils, saying that the telecoms operator has come to stay.

However, at the event, the company also donated other educational items including school uniforms, bags, text books and note-books to the school, which is a beneficiary of its Adopt-A-School programme focused on uplifting the standard of Nigeria’s primary education system.
Meanwhile, the State Commissioner of Education, Mr. Segun Odubela, commended the telecoms operator for the donation, saying the initiative was a laudable gesture which would stamp an indelible impression on the school, pupils and the community.

He noted that the partnership of Airtel with the Ogun State Universal Basic Education Board (OSUBEB) has contributed to the development of education sector in the state.
“The Ogun State Government cannot but continue to appreciate Airtel for this laudable Adopt-A-School CSR initiative. This shows the degree of love Airtel has for Ogun State. This complimentary effort of Airtel in the field of education will indeed go a long way to assist in the delivery of a qualitative education in this community,” he said.

He commended Airtel for bring public primary school, especially those in remote locations, at par with the best-run private schools in terms of infrastructure and academic performance, to the benefit of the under-served communities.

Ake Arts and Book Festival: Maiden Edition

The maiden Ake Arts and Book Festival themed ‘The Shadow of Memory’ ended last Sunday with guests commending its programming and organisatio.

THE festival was amazing. Lola Shoneyin [Festival Director] has done a great thing. It had everything. It was a true writers’ festival,” writer Molara Wood said while appraising the recently concluded Ake Arts & Book Festival held in Abeokuta, Ogun State, from November 18 to 24.

British journalist and writer, Michaela Wrong, author of ‘It’s Our Turn to Eat’ concurred with Wood. “I have never been to Abeokuta, this is my first trip and it’s a chance for me to see a different part of the country.  I have been to Kaduna, Kano, Abuja and Lagos but I’ve never been here. I’m pleased to be here. I know you have other book festivals in Nigeria but this appears more international and it’s good because there is a lot of writing coming out from West Africa.”

It was indeed an international gathering and homecoming of sorts for a number of Nigerian writers and academics in the Diaspora. Teju Cole, author of ‘Open City’, the critic, Ikhide Ikheloa and 2013 Caine Prize winner, Tope Folarin, who incidentally hails from Abeokuta but is not familiar with the city, were all in town.

Canada-based academic, Pius Adesanmi, associate professor at University of Davis, California, Wale Adebanwi and actress Adepero Oduye from the US were also at the festival. Their counterparts living in the country were not left out. Ayodele Olofintuade, Abubakar Imam, Victor Ehikhamenor, Remi Raji, Wale Okediran, Kunle Ajibade, Ifeanyi Ajaegbo, Abraham Oshoko, Igoni Barrett and a host of others also participated in the festival.

The foreign participants included Ghanaian Caine Prize finalist, Mamle Kabu, Monica Arac de Nyeko, Binyavanga Wainana, Muthoni Garland, Doreen Baigana and Syl Cheney Coker from Sierra Leone.

Though the festival got down to brass tacks on Thursday evening with a cocktail for guests and with representatives of Ogun State Governor, Senator Ibikunle Amosun on hand to welcome them, it started on Monday with various events.

One of these was the four-day children art workshop facilitated by Temitayo Ogunbiyi. She and the students selected from schools in and around Abeokuta had fun working inside the grand exhibition hall where festival’s ‘Nigeria Now Exhibition of Contemporary Nigerian Art’ also held. The labours of their sweat-interesting works done in various mediums were later displayed for guests.

The contemporary exhibition of Nigerian art featuring 10 artists and sponsored by the World Bank was also unique and enlightening. “All of the artists in this exhibition have taught me something about the nature of this amazing country called Nigeria- from small windows into private worlds to their commentary on national or global issues. Their work challenges us to ‘see’ things in different ways. They speak to cultures and experiences, to development challenges and aspirations, to devastation and hope, to the interplay between local and global experiences, and ultimately to the links between the past, present and future,” noted Caroline Sage, Senior Social Development Specialist of the World Bank present throughout the festival.

The artworks, comprising mostly paintings and installations, were made by 10 artists including Ayoola Gbolahan, Alimi Adewale, Bob Nosa Uwagboe, Segun Aiyesan, Temitayo Ogunbiyi, Tyna Adebowale, Uche Uzorka, Victor Ehikhamenor, Victoria Udondian and Jerry Buhari.

But the children’s art workshop was not the only event for the young during the festival.  They also had the opportunity of being mentored by some of the writers who visited their schools.  While Teju Cole and some others were at African Church Grammar School, Paula Sofowora, Chibundu Onuzo and Ikhide Ikheloa read to students of Abeokuta Girls Grammar School.

The 200 undergraduates given a voucher of N20, 000 each to buy books by the Ekiti and Ogun State Governments happily went about picking books while secondary school students from Lagos and Ogun State were also part of the book chats and discussions.

On Tuesday evening, guests were treated to sketches from Professor Wole Soyinka’s latest play, ‘Alapata Apata’ directed by Tunde Awosanmi of the University of Ibadan. The evening also witnessed the presentation of Soyinka’s ‘Power Hydropus & Other Toxic Mutations’ and ‘Interventions’.

Governor Ibikunle Amosun and the Olowu of Owu, Oba Adegboyega Dosunmu, were among dignitaries at the event. The cultured governor interacted with the writers and later took a group photograph with them. Culture activist and former Editor of Sunday Guardian, Jahman Anikulapo, also engaged Kongi on the works in an interesting conversation before the session ended.

The stage adaptation of Lola Shoneyin’s ‘The Secret Lives of Baba Segi’s Wives’ by Rotimi Babatunde was the second play staged at Ake. UK-based director, Femi Elufowoju directed the play rated by guests.

Books, the centrepiece of the festival were not left out in the scheme of things. There were a number of interesting book chats and discussions. Wood (Indigo), Barrett (Love is Power or Something Like That), Adesanmi (You Are Not a Country), Nwokolo (How to Spell Naija) and General Godwin Alabi-Isama (Tragedy of Victory) were among writers who discussed their works with the audience.

‘The Space In Between: After the Struggle Before Democracy’ featuring Governor Kayode Fayemi of Ekiti State, Executive Editor of the News Magazine, Kunle Ajibade, civil rights activist, Ayo Obe and presidential aide, Ken Saro-Wiwa,  offered insights into what transpired before General Abdulsalami Abubakar handed over power to civilians in 1999.

But the most attended session was the ‘In the Shadow of Memory: An Audience with Wole Soyinka’ featuring four undergraduates held on Saturday. It was a lively session where the Nobel Laureate answered questions on his muse, activism, religious views, the Pyrates Confraternity and affection for wine. The most beautiful thing about the festival was that Shoneyin and her team delivered on their promise of making it about books and the arts. If you missed out this year, don’t worry. The second edition holds from November 19 to 23, 2014.

Ogun Moving to Boost ICT Teaching in Public School

Logo - Ogun StateThe present administration in Ogun State is determined to enhance the knowledge of students in its public secondary schools in Information and Communication Technology as well as its applications in everyday living.

To this end, it is making plans to provide more state-of-the-art computers and their accessories in all the schools across the State.

Commissioner for Education, Science and Technology, Barrister Segun Odubela dropped this hint in Abeokuta when he hosted the Board and Members of the State chapter of Computer Teachers Association of Nigeria (CTAN) during a courtesy visit.

He affirmed that the step would make the students ICT compliant and become active participants in the “global village” that the world is fast becoming.

“As you are aware, the trend all over now is computer and the world itself is turning into a global village. We cannot afford to be behind in this trend” Odubela stated.

He also assured that as a step in this direction, his Ministry would involve members of CTAN in relevant activities, particularly, the compilation of computer science examination for the unified examinations for secondary school students in the State.

“Everything possible will always be done to collaborate with you in all our activities that are computer-oriented” he pledged.

Speaking earlier, Chairman, Board of Trustees of CTAN in the State, Mr. Olusola Otesile, urged the State government to look into lopsided posting of computer teachers in its public secondary schools.

Ogun Emerges Second Best in National Quiz Competition

Ogun State has emerged as the overall second best among the 36 States of the Federation and the FCT that participated in the 2013 NNPC annual national quiz competition.

Addressing representatives of the State in the competition in his office in Abeokuta, Commissioner for Education, science and Technology, Barrister Segun Odubela charged them not to rest on their oars, advising that they should see their performance as a challenge to perform better in future competitions.

“I will like to congratulate you for this brilliant performance, indeed, it is not a mean achievement, you have really done the State proud. However, be reminded that this is the beginning, this position should be a challenge to buckle up, you should be able to do better than this in future competitions, so don’t rest on your oars”, Odubela charged.

He assured that on its part, government would continue to create an enabling environment that would enhance learning and teaching so that the State would continue to excel among its peers.

“The present administration remained committed to educational development and will not relent towards ensuring that necessary machineries are continually put in place to create an environment that is conducive for teaching and learning”, the Commissioner assured.

Also speaking, Special Adviser to the Governor on Education, Science and Technology, Dr. Tunji Abimbola counseled the winners who are SS 3 students to sustain the spirit as they were preparing to write their Senior School Certificate Examination (SSCE), in order to come out in flying colours.

Meanwhile, the 2013/2014 first term Unified Examination for public Secondary Schools in the State which commenced today would end on Tuesday, 10th of this month.

According to a statement by Barrister Odubela, the schools would close for the first term holiday on Friday, 13th December 2013 and would resume for the second term on Monday, 6th January next year.

2013 Education Scorecard: Ogun state Government

Logo - Ogun StateGovernor Ibikunle Amosun of Ogun State has assured that his administration would not retrench any cadre of teachers in the state’s education sector notwithstanding the huge amount being expended on their monthly salaries.

The governor gave the assurance on Tuesday in Abeokuta, the state capital while presenting the year 2014 budget proposal to the state lawmakers for their approval and passage into law.

Amosun, who told the lawmakers that the education sector took the lion share of N43.99 billion, which represents 20.93 per cent of the total budget for the 2014 fiscal year, also informed the House members that the unwavering commitment of his administration to educating the people of the state had started yielding positive results.

“As a direct result of our free education policy, many parents are now relieved of the apprehension associated with termly payment of school fees, while their children continue to thrive in our rapidly improving school system.

“We have maintained the freeze on tuition fee increases in our tertiary institutions while our cashless policy has helped to generate additional funds which are being reinvested directly by the institutions,” he said Amosun, who was speaking against the high personnel cost as evident in the recurrent state expenditure which stood at N92.70 billion, representing 44. 10 per cent of the total budget proposal for next year further explained that the free education policy of his administration had resulted in an upward increase in primary school pupils’ enrollment from 506,114 in 2012/2013 to 519,966 in 2013/2014 academic session.

The governor also informed the lawmakers that secondary school enrollment figure rose from 387,915 in 2012/2013 session to 411,619 in 2013/2014 as well as an increase in retention of students in schools.

Amosun emphasised that all these noticeable geometric increments would require qualified teachers to deliver the needed knowledge to students in the state, stressing that despite recent challenges with receipts from the Federation Account, the state is meeting salaries and related obligations at when due.

2014 Budget, Again Ogun Allocates Lion Share to Education

Logo - Ogun StateGovernor Ibikunle Amosun of Ogun State on Tuesday, November 19 presented a proposed budget of N210.21 billion for the 2014 fiscal year; which is N1.57 billion less than last year’s budget.

Presenting the budget at the Assembly Chambers, Abeokuta, Amosun explained that the budget comprised N117.51 billion Capital Expenditure which represents 55.90 percent and N92.70 billion Recurrent expenditure, accounting for the balance of N44.10 per cent.

In the breakdown of the budget, the Education sector was given the highest percentage with N43.99 billion, equivalent to 20.93 per cent.

The health sector was allotted N21.11 billion while Agriculture has N10.52 billion, which is 5.01 per cent of the budget.

Housing and Urban Renewal got N26.74 billion, equal to 12.72 per cent; Rural and Infrastructural Development and Employment Generation was assigned N34.6 billion, which amounts to 16.49 per cent.

Governor Amosun, however, said: “Overhead cost is too high, but despite that, we are not going to sack our teachers. We have as at today, awarded 1,500 classrooms and we will continue to demolish the old structures and construct new ones. Some people will go and take picture of some dilapidated structures in our schools and post them on a social network, that, this school is in Ogun State, they should continue with that. What is on ground is not what we can correct in just 2 or 3 or 4 years, but we will get there one day.”

As a stakeholder in the Olokola Trade zone, Amosun said his administration would continue to drive development in this critical project and assured that the government would commence the development of the zone with the provision of infrastructure “as we expect the initial group of tenants to commence formal development of their sites”.

It was a gathering of academics on the restoration of quality education, mother tongue and cultural values among school leavers, the younger generation in Nigeria at the 2nd annual edition of Human Jewel.

Virtually all secondary school students in Abeokuta were beneficiaries of the seminar making the second movement of the NGO’s enthusiasm to re-awaken the Nigerian youth on the importance of the right to life, sound education, as well as to promote the nation’s diverse cultures.

No doubt, the students present felt the reflection on the need not to take their education with levity, as well as be enthused to embrace the nation’s culture to a greater height. They were all excited as they were refreshed with diverse Yoruba cultural songs, chants, poems and Ewi all in Yoruba.

Speaking through a representative, wife of Ogun State governor, Olufunso Amosun, charged school leavers, especially in Ogun State to improve on their personalities and be good ambassadors wherever they found themselves, adding that,

it is high time students discovered and worked on their potential in an effort to achieve in their chosen careers

She also charged parents and guardians on the need to pay more attention to their children, while she assured that the Ogun State government would not relent in its responsibility to provide quality education in the state.

A representative of the state Commissioner of Education, charged students to pay more attention to their attitudes, embrace moral and crave for viable education, just as he also urged parents to endeavour to give sound education to their wards, noting that the state education sector under the Ogun State government would not relent in its effort to foster cultural values and quality education so as to become a good ambassador to the state and the nation.

In her words, the initiator of the seminar, Fisayo Ajisola, acknowledged the Ogun State government and every one that contributed to the programme, adding that, “I am enthused to create an avenue for the younger generation to rediscover and be useful to themselves, parents and the nation.”

The programme which was also supported by two leading telecommunication industries in the country, MTN and Airtel, was well graced by dignitaries from all walks of life and top government officials of Ogun State witnessed the presence of the wife of the Ogun State governor, Mrs Olufunso Amosun, represented by the wife of the Special Adviser to the Governor on General Duties, Mrs Funmi Adeyemi, a lawyer; the Ogun State Commissioner of Education, Mr Olusegun Odubela, also represented by the permanent secretary of the ministry, Alhaji Ambali Ishola; Guest speakers: Professor Sophie Oluwole, Mr Olatubosun Lagunju, personnel from the Ogun Education Ministry, as well as academics scholars, teachers and students who were the participants at the Abeokuta Grammar School Hall.

Private School Owners Want Autonomy to Checkmate Fake Schools

NAPPS LogoNational Association of Proprietors of Private Schools (NAPPS) has called for autonomy to enable them regulate the affairs and activities of private schools in the country, pointing out that the association is in a better position to flush out bad eggs in the educational system involving private school owners.
The call came at the South-West Delegates Conference, with the theme, Quality Assurance: Strategies for School Improvement held at Taidob College, Abeokuta, Ogun State.

The South-West Regional President of the Association, Dosu-Idowu Moses,while addressing journalists at the venue, accused some government officials of colluding with some unqualified proprietors to set up quack schools in various parts of the country.

‘We want autonomy to regulate private schools; some state governments are yet to agree to this, our association is suppose “to recommend approval for private schools. We have been seeking government support for the approval; we must have a regulatory body. We are not in support of proliferation of schools, we want to work hand-in-hand with government,” he stated.

The body noted that, government in various states of the country must have a well-articulated and defined programme of educational relationship with the private schools, adding that,private schools should benefit from national and international resources accruing to improve the standard of education in various states since the purpose is to train every Nigerian child.

“National Association of Proprietors of Private Schools as an umbrella body of other associations should be made to be part of committee to determine the educational policies in our various states,” he emphasised.

In a related development, the association called on government to give them harmonised taxation,rather than the existing multiple taxation introduced by government, which is noted to be a thorn in their flesh.

The private schools should henceforth not loaded with burden of multiple taxation but a harmonised one put in place to make proprietors of such schools less stressful. The government should not see the private education sector as revenue generation means and proceeds from such schools should be tax free

On the unresolved university lecturers strike, the association decried in strong term,and passionately appealed to both Federal Government and Academic Staff Union of Universities (ASUU) to resolved their differences in the interest of the. students who are the country future leaders.

My Teacher’s Counselling Worked for Me – Crescent’s Best Graduating Student

Crescent UniversityOLAYINKA OLUKOYA was at the 5th convocation ceremony of the Crescent University, Abeokuta, Ogun State. She recounts her interaction with the best graduating student.

HE was extremely happy to be the best overall graduating student of the first Islamic University in Nigeria, Crescent University, Abeokuta, Ogun State. He beamed with smiles as he faced  the audience that came to witness the fifth convocation ceremony of the institution, last Saturday.

For Fatai Abolade Oyekan, the feat of being the winner out of 141 graduands was made possible by dint of hardwork and determination to be the best.

He told Education Tribune in an interview that he feels privileged, honoured and proud to be the best graduating student of the 2012/2013 graduating set.

A graduate of Economics and Actuarial Science, he said one of the things that worked for him was the encouragement he got from his parents, especially one of his secondary school teachers who he identified as Mr Mutiu Kelani.

He said, “My journey through this university began in September, 2010, when I received an admission letter to study Economics with Operation Research at 200 level. The feeling of felicity and profound joy that I felt was not only because I was offered admission into a university, but because I was admitted into this prestigious university.

“While not denying the place of hard work in this great achievement and privilege I enjoy today, I must also admit that my background and experiences in life contributed immensely. I come from a home where I have always been encouraged to work hard and achieve academic excellence, but sincerely, what motivated me most was the huge amount of money that was being paid as school fees yearly. I cannot afford to watch them go down the drain.

“When I was in secondary school, I used to be a good student but I was too playful, and one of my teachers used to tell me that “you can be the best, if you can be more serious,” I did not use to mind him and I continued to do things my own way.

“When I commenced my study in this great university, I thought about what my teacher used to tell me and also being motivated with the school fees being paid annually. I felt in myself that I could make it happen. Though it was not easy, but it is not mission impossible and if it was going to be mission impossible I was ready to be the Tom Cruise.”

According to him, the laid down rules and regulations of the citadel of learning does not allow any form of distractions, hence he needed to face his study squarely.

He recalled that he made the decision to fly higher above other students on his first day on campus and also engaged in socials, but does not keep unproductive friends.

The third born of a family of five, he had his primary education at Ebedi Nursery and Primary School, Iseyin, Oyo State before proceeding to Kelani College for his secondary education.

Oyenekan told Education Tribune that he had initially had a Diploma in Economics  with good grades from the same university which earned him admission into the 200 level.

While he looks forward to his call-up-letter for the mandatory National Youth Service Corps (NYSC) scheme, the 24-year-old graduate said he returned to the classroom for his Masters programme in Economics and will like to work in a multinational company.

He said, “I have made up my mind to go for a second degree immediately after my service year, and am looking forward to work in any of the multinational companies.”

Oyenekan said that the Holy Prophet Muhammed is his role model, saying as a God fearing person, he owes Allah all that he has become.

Talking about how he feels being the best graduating student, Oyenekan said he was very proud because a particular course, ‘Finance’ would have cost him the honour.

He said that he got 45 per cent in the course, but had to work harder in other courses to cover up for it.

Oyenekan who said he graduated with a Cumulative Grade Point Average of about 4.8 encouraged the nation’s youths on the need to embrace hard work and commitment to academic excellence.

He attributed planning and strict compliance as a major factor responsible for the award.

“I always plan my programmes. I don’t play when am supposed to be reading and I don’t read when am supposed to relax. This system worked for me,” he said.

Oyenekan in his valedictory speech gave these words of encouragement that “failure can truly be made the mother of success, failure is not the final and success is never ending.”

At the graduation ceremony, the properitor/President, Board of Trustees, Judge Bola Ajibola, Ajibola, a former Attorney-General of the Federation and Minister of Justice, said the university would not relent in acknowledging and rewarding excellence, hard work and scholarship.

He disclosed that 90 per cent of the mounted courses of the institution had been fully accredited by the National Universities Commission
(NUC), adding that the varsity authorities were working assiduously to raise the remaining courses to full accreditation status.

The former minister observed that the “stringent and tedious peer review accreditation processes” of NUC had done the nation’s university system a lot of good.

While congratulating the graduating students, Ajibola charged them to be good ambassadors of the university and contribute their quota to nation-building.

In his speech, the institution’s Vice Chancellor, Professor Kehinde Okeleye, stated that eight students bagged First Class while 55 others graduated with Second Class Upper Division.

He added that 54 students were awarded Second Class Lower Division while 24 students were in the Third Class Division.

A total of 141 graduated from three colleges with eight students  graduating with first-class honours, fifty-five finished with second class upper,  fifty four with second-class lower and twenty-three with third-class from College of Information and Communication Technology (CICOT), College of Natural and Applied Sciences (CONAS) and College of Social and Management Sciences (COSMAS) of the university.

The Vice Chancellor, said “the need for discipline in the achievement of collective aspirations of the university is being brought early to our students in relation to the critical issues of abstinence from antisocial vices and indecent dressing among other.”

In his acceptance speech on behalf of other honourees, Chief Oba Otudeko lauded the proprietor, Judge Bola Ajibola describing him as being blessed because Crescent University was a dream fulfilled.

He said “we commit ourselves to joining you as partners to take the university to a greater height.”

He praised the graduands for working hard on the sacrifice of their parents and guardians, noting that he was pleased as a proud father to share the great moment with their parents, guardians and mentors “who have provided support that allowed you to reach this milestone.”

Okeleye said the university was proud to release the graduating students to the world as its ambassadors flying its flag.

Ogun Emerges Second Best NFLHE State

Ogun State Goverment logoOgun State has emerged the second best among the 36 states of the Federation in the just released 2009-2011 National Family Life HIV/AIDS Education (NFLHE) Curriculum Implementation Assessment result.

Speaking Wednesday in Abeokuta while receiving desktop computers from the FLHE unit of the Ministry, Commissioner for Education, Science and Technology in the State, Barrister Segun Odubela indicated that the
development was a result of government’s commitment towards sensitizing, training, enlightening and awareness programme on FLHE projects in the state.

Barrister Odubela noted that the government had been
unrelenting in its stride to reduce the spread of the deadly virus among students through training and enlightenment programmes.

“Over 35,000 secondary school students had been reached with classroom teaching of FLHE projects since May 2011 in the state with Minimum Prevention Package Intervention (MPPI). This is in addition to about 1,500 peer Educators trained and eventually formed into anti-AIDS Clubs in 75 secondary schools in the State during the same period” Odubela remarked.

While observing that the HIV prevalence rate in the State was 3.1% with young people aged between 15-29 years highly affected, the Commissioner added that between 2011 and now, more than 700 teachers have been trained to effectively educate the young ones.

“It is our believe that when young people are enlightened properly about sexuality and reproductive health, it will positively affect the way they reason, the way they believe and indeed the way they decide on critical issues that may positively affect their lives”, the Commissioner pointed out.

Earlier in his welcome address, the Permanent Secretary in the Ministry, Alhaji Ambali Ishola, represented by the Director, Education Support Services, Mrs. Folashade Oresegun said the feat was made possible through the assistance received from the Federal Ministry of Education,
Association for Reproductive and Family Health (ARFH), United Nations population Fund (UNFPA), Global Fund, World Bank credit, Ogun SACA and the State Government.

He stressed that the FLHE curriculum was specially designed and implemented for public, private primary and secondary schools in the State to reduce the spread of HIV to the barest minimum.

FG Committed to Centre of Excellence Projects in Universities – NUC

THE Executive Secretary of National Universities Commission (NUC), Professor Julius Okojie, has expressed the commitment of the Federal Government to support the establishment of centres of excellence in some Nigerian universities, under the World Bank-assisted project.

Okojie disclosed this on Thursday, at a meeting with evaluators from the regional facilitation unit of the Africa Centres of Excellence (ACE) project.
The evaluators were in the country to investigate the 15 universities that their proposals had been short-listed for the final competition in Dakar, Senegal, next week.

The NUC boss assured that “there is a strong government support and commitment towards the success of the centres of excellence that would emerge from Nigeria.”

He also said the Federal Government was willing to collaborate with other regional governments in establishing a strong regional higher education policy, as well as building capacity that could be shared across the region.

He was excited that 15 of the 27 proposals forwarded from Nigeria to Association of African Universities were shortlisted to progress to the final stage of the competition.

According to him, seven countries, including Nigeria, Ghana, Togo, Benin, Cameroon, Burkina Faso and Senegal, were participating in the ACE regional project.

The project is an initiative of the World Bank, to develop regional higher education and promote specialisation among participating universities within areas that address particular common regional development challenges.

It also aims at strengthening the capacities of the universities to deliver high quality training and applied research.

Leader of the delegation from the Association of African Universities (AAU), Accra, Ghana,  Professor Jonathan Mba, in his remark, said the team was in the country to investigate the universities whose proposals had been shortlisted for the ACE.

He commended the commitment shown by the NUC and the Nigerian government towards the success of ACE project, designed to strengthen select African universities in science-based education.

NYSC to Partner JAMB, Others to Check False Claims By Corps Members

National Youth Service Corps - NYSCTHE management of the National Youth Service Corps (NYSC) has said it was collaborating with the Joint Admission and Matriculation Board (JAMB) and Corps Producing Institutions (CPIs) in parts of the country  to check all forms of fictitious claims among prospective corps members nationwide.

The Director, Corps Mobilisation Department, NYSC, Mr Anthony Ani, stated this during an interactive session with newsmen in Minna, Niger State capital.

He said the synergy between the management of the scheme and its counterpart, JAMB, including CPIs in Nigeria, will make it impossible for corps members to give false information with regards to  their age and academic records.

He stressed that such a collaborative step would provide far-reaching policy, decisions and indepth evaluations towards checkmating  some of the problems confronting the scheme.

“The ICT department of the NYSC, in collaboration with the Mobilisation Department, has designed a new data entry software which will be used by CPIs to collate the data of prospective corps members,” Ani maintained.

He  further disclosed  that managers of the scheme were not happy that the incidences of fake corps members were still on the prowl at any given orientation, highlighting  that with active collaboration of relevant agencies, synergy between JAMB and CPIs will give no room for further fakery.

This is as a result of the realisation that most of the mistakes during mobilisation of prospective corps members are at the point of data entry, hence, the new software will assist in identifying mistakes, the director said.

He, however, explained that in view of the short time-span between now and the commencement of the 2013 Batch ‘C’, submission of prospective corps members’ list by student affairs officers of the respective tertiary institutions that the software would be put into use with effect from the 2014 Batch ‘A’ mobilisation exercise.

He added that for proper education of prospective corps members about procedures for participation in the scheme, there were  plans by the directorate to carry out comprehensive briefing of students in all the 202 recognised federal, states and private CPIs across Nigeria, within its limited resources

JAMB Warns Against Late Admissions

JAMB LogoChief Executive of the Joint Admission and Matriculation Board (JAMB), Prof. Dibu Ojerinde, has directed all universities in the country to conclude all admission processes on or before October 31, 2013, stressing that it would not entertain late admission.

He gave the directive on Tuesday during the opening of the first technical committee meeting on 2013/2014 admission to degree awarding institutions held at the University of Uyo, Akwa Ibom State.

At the meeting which is being attended by officials saddled with admission processes in federal, state and private universities, the registrar said, “I wish to inform you that admissions for the 2013/2014 academic session is expected to be carried out between October 14 to 18, at the boards national headquarters, Bwari, Abuja. It therefore implies that the next technical meeting scheduled to hold at Adeyemi College of Education, Ondo, from Monday, September 23 to September 27, will solely be for admission into polytechnics, monotechnics, colleges of education and innovative enterprises institutions”.

The JAMB boss reminded the admission officers that the future development of the Nigeria rest on them as it’s only through education that Nigerian children would acquire appropriate skills and technology for the development of the country.

“For me, the logical response as far as the exercise before us is concerned, is that everyone present here today should be open and transparent in whatever action and decision he/she makes”, he added.

He urged not them not to compromise on standard, but strictly comply with the Federal Government’s approved criteria on admission, stressing that such would guarantee equal opportunity for all Nigerians.

Earlier, the Akwa Ibom State Commissioner for Education, Prof. Atim Antai, called on JAMB to sensitize the people on its planned e-testing programme.

According to her, such method of examination would reduce to the barest minimum the issue of malpractices as usually reported during the board’s examinations.

She said Akwa Ibom State has a lot of value for education, and that, that is why the government made education free and compulsory at primary and secondary levels.

Ogun to Return Mission Schools

amosunOgun State Governor, Senator Ibikunle Amosun, has reiterated his administration’s determination to return mission schools in the state to their original owners.

Amosun gave this assurance at the 60th birthday thanksgiving service in honour of the state Chief Judge, Justice Olatokunbo Olopade, at the Freeman Methodist Cathedral, Ogbe-Abeokuta, against the back drop of a request by the Presbyter, Rev. Jonathan Osin.

He also promised that his government would not rescind its decision on the return of mission schools, noting that,

I am a product of missionaries. We are not in competition with them but in collaboration. “Our commitment to educational development is evident in the on-going construction of model schools that would further help in giving everyone access to education regardless of the financial status

The governor also assured that his leadership would assist in the re-construction of all schools in the state, in line with what he called the “Ogun Standard level.” He thanked the good people of the state for their support and urged them to continue pray for the government.

Board Set To Uplift Technical Colleges In Ogun

The Ogun State Technical and Vocational Education Board has assured that it would harness all available resources to ensure that learning of technical education in the State is improved upon.

The Board Chairman, Mrs. Doyin Ogunbiyi gave this assurance during an on-the-spot assessment of Government Science and Technical Colleges in Idi Aba and Ayetoro.

Ogunbiyi stated that contrary to the thinking in some quarters, technical education is not meant for school drop outs, adding that graduates of such schools are needed for technological manpower development of a developing country like Nigeria.

She affirmed that the State Government was determined to give all the logistic support to the Board to achieve set goals in line with the Ogun Standard, saying that on its part, the Board will map out strategies to help the technical colleges overcome their present challenges.

`“The Board is up to the task, the State government is favourably disposed to this sector, we are on a high spread to ensure that these colleges are uplifted to another level. We will map out strategies to help them overcome their challenges” she assured.

She revealed that already, some Corporate and philanthropic organizations had shown interest to partner her Board in rejuvenating technical colleges and establish new vocational centres in the State, expressing optimism that with all these in place, many youths would be empowered and taking off the street.

Mrs. Ogunbiyi who expressed displeasure about the condition of infrastructure in the schools however commended the teachers for their resilience and endurance at bringing out the best use from a bad situation, assuring that her Board would encourage and motivate them for better service delivery.

In their respective responses the Principals of the schools Mr. Abiodun Osinubi and Mrs. Serifat Dosunmu assured of their readiness to work with the Board towards turning around the condition of their schools and improving educational standard in the State generally.

FEC Approves N8.68b for Public Primary Schools, JSS Books

Nigeria's CrestThe Federal Executive Council (FEC) yesterday approved N8.68 billion for the printing and distribution of textbooks as well as library materials for public primary schools’ classes one to six and junior secondary schools. The Minister of State for Education, Nyesom Wike, addressed State House correspondents in Abuja at the end of the FEC meeting, presided over by President Goodluck Jonathan. The weekly briefing was also attended by some ministers, including Labaran Maku (Information); Prof Ruqayyatu Rufai (Education) and Bala Mohammed of the Minister of the Federal Capital Territory (FCT). Wike said the contract, to be completed in six weeks, would be funded from the utilisation of the 15 per cent and two per cent consolidated revenue fund provided as the intervention fund for the procurement of instruction materials to enhance the Universal Basic Education (UBE) in public schools. The fund was approved by council at its 26th meeting in 2008. He said: “To sustain the laudable project and to attain the 1:1 book ration for core subjects in all public primary schools across the 36 states and the FCT, the Universal Basic Education Commission (UBEC) intends to procure additional primaries one to six textbooks in maths, English language, Basic Science and Technology and Social Studies as well as Junior Secondary School (JSS) library resource materials for distribution to 36 states and the FCT to address the shortfalls.”

FG Develops New Teacher Education Curriculum

The Federal Government on Wednesday said it had developed a new Teacher Education Curriculum in line with the current needs of the education system in the country.

According to the News Agency of Nigeria, the Minister of Education, Prof. Ruqayyatu Rufa’i, told newsmen in Abuja that, the new curriculum for teachers was part of the four-year strategic plan for the development of the education sector.

“We recognise the importance of teachers in the quality of education delivery.

“It is one of the reasons that a framework on National Systems is being developed on Teacher Development Needs Assessment and Teacher Professional Development.

“This will help us to continually be aware of our teacher needs, fill the gaps and also enhance the professional development of our teachers,” she said.

Rufa’i said that Micro-Teaching Laboratories were also being constructed in 58 federal and state colleges of education at a cost of N11.6 billion to further enhance the quality of training for teachers.

She said that would go a long way in supporting the integration of modern technology in the teaching and learning process.

According to her, in the area of Continuing Professional Development, over 200,000 teachers and other education personnel participated in programmes to improve their skills and competency in the past year.

She said those included specialised programmes within Nigeria and overseas for teachers of Sciences, Mathematics and the English Language.

She said that, at the tertiary education levels, 6,840 academic staff in universities, polytechnics and colleges of education were benefiting from scholarship programmes within and outside Nigeria.

The minister said that, a total of 1,641 of those were studying outside Nigeria, adding that was meant to improve the number of lecturers with Ph.D. degrees.

She said that 100 graduates were the initial beneficiaries of the Presidential Scholarship for Innovation and Development.

The minister said that those beneficiaries had started their studies and that would go a long way to further enrich our academic communities.

WAEC’s deadline on collection of certificates: Things you need to know

LAST week, the West African Examinations Council (WAEC) issued an ultimatum calling on owners of certificates in its keep to come for them latest by December. The deadline was necessitated by the congestion in the storage facilities of the Council for the hard copies.According to Mr Idowu Omoya, Deputy Registrar of the WAEC office in Lagos, the Council was charging past WASSCE candidates a sum of N2,000 for the collection of their certificates.

He added that this sum will increase after the ultimatum issued by the council elapses.

“The store room in which these certificates have become congested and has become a burden. So, candidates need to make their collections for decongestion or else will be charged extra fees which has not been determined yet.”

The process required for the collection of certificates could, however not be gathered as the Council’s Public Relations Officer, Mr Y D Ari Yusuf, was unavailable.

Education Tribune investigations however revealed that candidates who wish to collect their certificates have to approach the Council with a written application and evidence of haven paid the sum of N2,000. Observers are however of the opinion that considering the present predicament in which the Council have found itself, it may need to evolve a system where pin numbers are supplied candidates such that the documents come as soft copies and can be accessible to even candidates outside West Africa without having to recourse to coming back to the location of their former schools or examinations points.

The WAEC, had threatened to impose penalties on candidates who failed to collect their certificates on or before December 31, in a statement signed by the Deputy Director, Public Affairs, Mr Yusuf Ari, and made available to the News Agency of Nigeria (NAN) on Monday in Lagos.

It stated that millions of certificates of candidates who sat for WAEC examinations since 1960s had long been signed but were not collected by candidates. The statement reads:

“We wish to inform the general public that certificates up to May/June 2012 West African Senior School Certificate Examination (WASSCE), conducted by WAEC have been printed and dispatched to schools for collection by candidates.

“And certificates for external candidates for up to November/December 2012 WASSCE diet, also conducted by the council have also been printed and are equally awaiting collection by candidates at WAEC offices nationwide.

“The external candidates, especially who wrote the November/December examination diets are advised to go and collect their certificates from all our zonal branches or satellite offices in the states.

ACSK Donates Multi-million Water, Toilet Facilities to School in Ogun

A foremost company in poultry and aquaculture farming in Nigeria, Animal Care Services Konsult (ACSK) Limited, has donated multi-million naira water and toilet facilities to a 40-year-old secondarychool in Ikenne Local Government Area of Ogun State.

The facilities built and donated by the firm to Ositelu Memorial College (junior and senior sections), Ogere Remo are two boreholes with elevated water tanks and generating sets, as well as two blocks of ultra-modern toilets for students and staff of the school.

Speaking during the inauguration of the projects, the president, ACSK, Dr Olatunde Agbato, described the donation as part of the company’s constant corporate social responsibility to the Ogere community where his firm had been operating for more than 30 years.

“Any responsible company must associate itself with its host community and Ogere is our host community where we have been doing our business for over 30 years now. And we believe that we owe it a duty to give something back to the society. We have been doing it for quite a long time now. We have been involved in various community development initiatives in Ogere community.

“For this particular project, we were moved by the fact that a school that is 40 years old has no toilet facilities of its own, with the students having to go into the bush,” Agbato said.

“So, we decided to come in as our own little contribution so as to create a more conducive learning environment for the students in the school,” Agbato said.
Also speaking on the occasion, the principal of the senior school, Mr A.O Onabowale, who incidentally is an old student of the school, described the donated items as the priority needs of the school and commended the company for the multi-million naira projects.

“This family (of Dr and Dame (Mrs) Agbato) is always the first to come to mind anytime we have problem that is beyond our control and they are always bringing us out of the wood. Before this donation of toilet facility, this company had always been there for principals and in my own time, the compant has done exceedingly great.

“This toilet facility is a major need of the school as we have students strolling the streets of Ogere during school hours on the point of going home to use toilet. But today, I believe very strongly that there is no more excuse to parade the street. In fact, no more defecating in the bush by both students and teachers,” he said.
Onabowale assured the donor that the facilities would be put to good use and maintained.

The chairperson, Ogere Community Development Council (OCDC), Chief (Mrs) B.A Orebamjo, prayed to God to continue to bless and keep the company and its proprietor.

NAOWA Launches N25m Vocational Training Centre in Ogun

A vocational training centre worth N25 million has been launched by the Nigerian Army Officers’ Wives Association (NAOWA), 35 Artillery Brigade, Alamala, Abeokuta chapter, in Ogun State.

This is part of efforts to check rising unemployment in the country, promote human capacity building and self-reliance, especially among jobless youths and women. The vocational training centre, when completed, will offer different vocational training ranging from catering and hotel management, computer studies, textile and fashion designing, fish farming, hairdressing and barbing, cosmetology, among other vocations, for both educated and semi-literate youths and women in Abeokuta.

Speaking at the launch of the N25 million centre at the Alamala Barracks recently, Marcella Ahmadu, NAOWA co-ordinator, said “the centre would serve as a training institution for women, youths and any interested persons at the barracks and neighbouring communities,” saying certificates would be issued to anyone that undergo any vocational courses at the centre.

Ahmadu explained that the programme would assist women, especially widows of fallen army officers, in providing adequate care to their homes and help build youths socio-economic capacities, but urged them to make good use of the centre when completed.

The NAOWA co-ordinator also said that the association intended to purchase buses to aid its activities and the movement of students in and outside the campus, as the centre will draw students from in and out of the barracks, adding that NAOWA vocational training centre would bridge the gap between the military and civilian and enhance unity among various language group in the country.

Also speaking, David Ahmadu, a brigadier general and commander, 35 Artillery Brigade, said NAOWA had been in the vanguard of providing welfare programmes targeted at women, youths, children and the less privileged in the society, expressing optimism that the intended project would not only empower NAOWA but would also make the association self-reliant in order to be able to contribute to socio-economic and national development.

“I am highly optimistic that the intended project will not only empower NAOWA, but will also make them self-reliant so as to fit into the larger society and contribute to economic and national development. Let me also inform you that it is the dream of every commander to alleviate poverty within his unit and formation.

“Once this is achieved, the troops are left with less problems which will further enable them to be in good frame of mind to discharge their duty more professionally, thereby enhancing command and control,” he said.

Earlier, Olufunso Amosun, wife of the state governor, represented by Yinka Elemide, tasked women to see themselves as change agents that would impact positively on the lives of children, adding that the project would drastically reduce crime rate both in the state and Nigeria.

Also, Victoria Isang, comptroller, Nigerian Immigration Service, Ogun State command, argued that NAOWA initiative as regards vocational training and youths empowerment would reduce crime rate and provide alternative business for the youths and women that take the larger population percentage of the country, describing the initiative as NAOWA contribution to nation building.

Nestlé Technical Training Centre Holds Maiden Graduation Ceremony

Nestle LogoNestlé, the leading Nutrition, Health and Wellness Company said it has held its maiden graduation ceremony for graduates of its new Technical Training Centre located within its Agbara factory on the 12th of July, 2013.

A total of 13 students out of the initial sixteen students completed the 18-month multi-skill training, tailored along the syllabus of the City and Guilds of London Technicians Examinations Certificates.

The programme is open to young Ordinary National Diploma holders in Nigeria in the Electro/Mechanical/Automation Engineering Trade.

The programme is supported by the Swiss government under its Swiss- Nigeria Bilateral Agreement.

The Swiss government sponsors the top five students in each batch to undergo a three month internship in Nestlé factories in Switzerland.

Speaking at the ceremony, the Head of Human Resources, Nestlé Nigeria Plc, Marie Owoniyi commended the graduates for their hard work and diligence throughout the course.

Owoniyi charged the graduates to utilise their newly acquired skills and continue to make a positive difference wherever they find themselves.

The representative from the Industrial Training Fund, Mrs Dipeolu commended the efforts of Nestlé Nigeria Plc and the Swiss Embassy for the capacity building initiative through its Nestlé Technical Training Centre.

“Programmes such as this one offered by the Nestlé Technical Training Centre help to fill the skills gap in the technical sector because the students are exposed to highest education standards and get to apply their skills through the in industrial training component.” She said.

Chima Uche, a graduate of the Nestlé Technical Training Centre speaking on behalf of the class thanked Nestlé for the opportunity to get hands on and practical training during the course.

“We have received your education and are equipped to take on the world. A solid foundation has been laid for the future on which we must independently design and build on.” Uche added.

Describing his experience in Switzerland, he said, “Apart from the exposure to industrial processes, equipment and how they work, I have also learnt how to adapt to cultural differences.”

Raphael Omaballa describing his experience during the 18 months: “There couldn’t be a better learning experience than that which the program offered. We had a conducive environment, intelligent and practical oriented facilitators, standard learning materials and workshops/laboratories equipped with the best training workbenches and machines.”

In his closing remarks, Antonio Villalobos, Agbara Factory Manager, Nestlé Nigeria Plc. encouraged the graduates not to relent in their efforts. He advised them to imbibe the values of hard work, teamwork, discipline and leadership in their future endeavours.

The Nestlé Technical Training Programme serves to impact the students with engineering practical knowledge and skills by involving them in theoretical and practical training and providing them with industrial experience in the various plants within our factory. Furthermore, the programme serves to instill in the students discipline, character, and social skills and help them improve their personal effectiveness through training. The centre also serves as an avenue to train and retrain current Nestlé staff to increase their technical skills and competences, and to enable them become polyvalent in their skill sets.

Of the 13 graduating students, twelve have been gainfully employed and one had decided to pursue further education. A new set of sixteen students will commence studies in August 2013.

National Council on Education Approves 12-Point Policy Framework

National Council on EducationThe National Council on Education (NCE), on Friday, 28 June, 2013, rose from its 59th session with far-reaching decisions, including the approval of a 12-point policy framework for the development of education in the country. The conference held at the International Conference Centre, Abuja, had the theme, Strengthening the Institutional Management of Education for Quality Service Delivery.

The following decisions were reached:

  1. NUC collaborating with Independent Corrupt Practices Commission (ICPC) in closing down illegal satellite campuses and had secured the conviction of the proprietor of a ‘North Central University’, Otukpo, Benue State. The Federal Ministry of Education (FME), States and the FCT to support the efforts of NUC in obtaining appropriate legal instruments to sanction the operators of illegal satellite campuses;
  2. FME, States and FCT to offer Scholarship/Bursary awards to Students studying Physics, Chemistry and Mathematics Education in Tertiary Institutions;
  3. Approved the implementation of the revised 9-Year Basic Education Curriculum, with effect from 2014 beginning with Primary 1 and Junior Secondary School 1; that States that were ready were to implement the examination of students based on the new senior secondary school curriculum in June 2014 and subsequently all states must implement this policy from June 2015.
  4. Admission ratio of students in Science and Trade subjects into Technical Colleges to be 30:70 respectively;
  5. Every student in Federal and State Science and Technical Colleges must offer a Technical subject;
  6. Re-activation of Teacher Vacation Course (TVC) by FME, States and FCT in collaboration with Professional Associations and subject Specialists;
  7. Adoption of Isoko Language Curriculum;
  8. Printing of the 2007 5th edition of the National Policy on Education;
  9. 2013 6th edition of the National Policy on Education;
  10. National Policy on Albinism and Implementation Guidelines;
  11. Incorporation of the 1-year pre-primary education into the existing 6-3-3-4 to become 1-6-3-3-4;
  12. Adoption and implementation of the strategic plan for establishing Enterprise education units and development of Enterprise Programmes and Activities in Senior Secondary Schools;

Other highlights of the meeting are:

  • The National Board for Technical Education (NBTE) had directed all Polytechnics to give recognition to the Certificates awarded to graduates of Vocational Enterprise Institutions (VEIs) for admission into National Diploma (ND) programmes;
  • Holders of ND from Innovation Enterprise Institutions (IEIs) should be considered for admission into HND programmes;
  • The need to equip and Strengthen the Mathematics and Science Education (SMASE) National Training Centre to International standard;
  • The need to build the capacity of Technical and Vocational Education and Training (TVET) teacher in entrepreneurial education;
  • That Nigerian Educational Research and Development Council (NERDC), in collaboration with the National Emergency Management Agency (NEMA), had infused disaster-risk reduction education into relevant carrier subjects of the new Senior Secondary Education Curriculum;
  •  That States and FCT establish 1-Year Pre-Primary Education Centres with adequate facilities in every primary school;
  • That States and FCT appoint Heads of Education Planning Departments from among professionals in Education;
  • The FME, States and FCT train Head-Teachers, School Principals and other education planners and administrators on data gathering, analysis and application for effective service delivery;
  • That States and FCT implement the National Education Management Information System (NEMIS) Policy, by setting up and maintaining functional EMIS Units;
  • That States and FCT appoint only persons with a minimum of first degree in education as Education Secretary;
  • FME, States and FCT include Private school teachers in capacity building programmes at a cost to be borne by the Proprietors;
  • FME, States and FCT to embark on sensitization and advocacy on IEIs and VEIs;
  • States and FCT to give due attention to Special Education by carrying out more sensitization and capacity building programmes for teachers on inclusive education;
  • The National Implementation Committee on Almajiri Education Programme to cater for the children with special needs through inclusive education;
  • That States and FCT emulate FME in providing approved guidelines for the appointment of principals/Head-Teachers in their schools for quality service delivery;
  • FME, States and FCT to collaborate with Nigerian Institute for Educational Planning and Administration (NIEPA) in organizing regular capacity building workshops and Professional Development Courses for School Administrators and Planners as well as States and FCT to direct Head-Teachers and Principals to constitute functional School-Based Management Committees (SBMC) in their schools.
  • NECO must produce and release all outstanding Certificates before the next NCE meeting and thereafter ensure release of certificates before the conduct of similar examinations;
  • Relevant Regulatory Agencies and Institutions to recognize and accept Senior Arabic and Islamic School Certificate (SAISSC) for admission into Tertiary Institutions;
  • FME to liaise with the Federal Ministry of Industry, Trade and Investments to ensure that the Industrial Training Fund (ITF) caters for and supervises Technical College students on SIWES;
  • National Teachers’ Institute (NTI) to interface with NERDC on the Teacher Education in Sub-Saharan Africa (TESSA) Toolkit for Teaching Practice Supervision for assessment and quality assurance;
  • NUC, NBTE and NCCE to ensure that all lecturers in tertiary institutions possess teaching qualifications in conformity with the provision of the National Policy on Education;
  • NUC to sanction universities that charge above the approved Post-UTME fee of N2,000; and
  • NERDC to produce Implementation Guidelines for the 2013 6th edition of the National Policy on Education.

Prof. Adesanya Confirmed As OOU VC

Olabisi Onabanjo UniversityThe Ogun State Governor, Senator Ibikunle Amosun has confirmed the appointment of Professor Saburi Adejimi Adesanya as the substantive Vice-Chancellor of the Olabisi Onabanjo University, Ago Iwoye.

In a Statement today in Abeokuta, the Secretary to the State Government, Barrister Taiwo Adeoluwa said the appointment takes immediate effect.

Adesanya, a Professor of Pharmacognosy was named the acting Vice-Chancellor of the Olabisi Onabanjo University on 27thJuly, 2012 by the institution’s Board.

An erudite scholar, Prof. Adesanya has a Doctorate degree in Pharmacognosy from the University of London in 1984.  He also holds Masters in Philosphy and Bachelor of Chemistry from the Obafemi Awolowo University, Ile-Ife and the University of Ibadan respectively.

Prof. Adesanya who has teaching experience spanning about 29 years was Deputy Vice-Chancellor (Administration) of the Obafemi Awolowo University, Ile-Ife from 2009-2012 from where he was appointed acting Vice-Chancellor of the Olabisi Onabanjo University.

Councils of Federal Varsities Adopt Action Plan

NUC logoThe Governing Councils of Nigerian Federal Universities, on Wednesday, 10 July, 2013, rose from a two-day retreat, with far-reaching decisions, including the need for universities to lay emphasis on postgraduate training to ensure a sustainable Nigerian University System (NUS). The retreat, organised by the National Universities Commission (NUC), in conjunction with the Federal Ministry of Education (FME), held at the Sheraton Hotel and Towers, Abuja from 9 to 10 July, 2013.

In a Communiqué issued at the end of the retreat, the Governing Councils noted:

  • the growth and development of the NUS since the establishment of the first university in Ibadan in 1948;
  • the importance of funding for the overall development of universities;
  • the gradual increase in funding of federal universities;
  • observed the overall underfunding of Nigerian universities and the challenges of access to university education;
  • relevance of programmes;
  • governance structure;
  • equity and quality of graduates;
  • that the funding pattern of public universities is characterised by heavy reliance on government funds and is unsustainable and that the university is the epitome of scholarship, the pinnacle of research, the cornerstone of development, the place where civilisations are shaped and where youths are prepared and the future of a country determined.

Among others, the Councils recommended that:

  • universities mount programmes relevant to national needs and give priority to research;
  • internal quality assurance should be strengthened to complement the external, to ensure a robust quality assurance system in Nigerian universities;
  • emphasis should be given to the maintenance of academic traditions with a proper mentoring system and credible procedures for the appointment of professors put in place; and
  • Nigerian universities should be innovative in the tripartite functions of teaching, research and community service to turn around the low rating of Nigerian universities in world rankings of universities.

Other recommendations include that:

  • Universities should ensure that the rules guiding all university ceremonies are strictly adhered to, so as not to lose their purposes;
  • Appropriate speeches, dress codes and conduct should be given top priority at university ceremonies;
  • The purpose of convocation ceremonies is for the award of degrees to students. Consequently, conferment of honorary degrees should be minimised during convocation ceremonies;
  • Councils should seek to enhance infrastructure in the institutions, so as to increase carrying capacities;
  • Councils should monitor the finances of the universities in such a way that expectations, realities, incomes and expenditures are in consonance;
  • Councils should be firm on issues of discipline, by applying appropriate sanctions and promoting a positive image for the universities;
  • Universities should ensure that due process is followed in the award of contracts and project execution;
  • Universities should ensure that their respective Tenders Committees are in place and that the Vice-Chancellors are the Chairmen of the Committees;
  • Universities should ensure that projects are effectively monitored and seen to logical conclusion;
  • Management should take Councils into confidence in project execution and implementation, especially through resource mobilisation from Alumni, TETFund interventions and endowments and avoid breaching the law in fund utilisation;
  • Universities should ensure cost effectiveness in the management of funds allocated for projects, by conducting preliminary tests and proceeding systematically in project execution, to avoid project variation;
  • Governing Councils should use their positions to assist the universities and not get involved in practices that are inimical to the growth and development of the universities;
  • Governing Councils should update obsolete statutes to guarantee relevance to their subject matter;
  • The determination of appointment of staff, by Councils should be done in accordance with laid-down laws and procedures and with regard to due process;
  • Councils should implement White Papers and reports of Visitations, with dispatch, before they become irrelevant;
  • Intense and proud promotion of Nigeria’s technologies and innovation as well as regular university Science Technology and Innovation (STI) exhibitions should be given top priority;
  • The government-approved National Technology Innovation Fund should be made functional;
  • Federal Government and MDAs should sensitise parents and funding agencies on how best to, jointly, fund education, through the introduction of reasonable tuition fees and activation of the Needs Assessment funding;
  • Governing Councils and university managements should be allowed to accountably control and utilise IGR fully, including contributions from partnerships/donors;
  • Improved legal framework and support should be developed for PPP in the governance of universities, recognising the peculiar characteristics of the university environment;
  • Governing Councils should focus on staff development, as a means of developing the universities;
  • Universities should set up machinery to manage resources, by developing an Enterprise Resource Planning (ERP) model;
  • Income should be separated based on generation and outflow;
  • Government should give NUC the responsibility of constituting Governing Councils for federal universities; and
  • The academia, student associations, unions of Nigerian universities and alumni should be encouraged to participate in university development.
